
The International Business Aviation Council (IBAC) is poised to represent the global business aviation industry at the International Civil Aviation Organization’s (ICAO) 42nd Assembly convening Sept. 23 through Oct. 3 in Montreal, with more than 30 credentialed delegates from around the world, including representatives from IBAC Member Associations, Industry Partners, and the Secretariat.
Kurt Edwards, IBAC Director General, remarked, “Visible engagement by business aviation at ICAO is increasingly important; therefore, we are pleased to have a record number of leaders from Member Associations and Industry Partners join us at the ICAO Assembly to demonstrate the importance of IBAC’s work and help shape ICAO’s output to the global business aviation sector.”
During Assembly Sessions, ICAO’s comprehensive work programme is reviewed in detail. IBAC’s role for the industry goes well beyond representation at this triennial event, with the modest IBAC team advocating and providing business aviation technical expertise year-round. Participating in ICAO study groups and panels continuously ensures that Standards and Recommended Practices, policies, and guidance developed by ICAO—and then later adopted by ICAO Member States—accurately reflect the operational needs of business aviation.
The numerous areas of discussion expected at A42 this month include: GNSS radio frequency interference issues and cyber security; updated environmental resolutions to meet net-zero carbon emissions by 2050 including lower-carbon aviation fuels, and CORSIA, the global market-based measure system; progress in noise and CO2 stringency standards; and strengthening and harmonizing regulatory frameworks for the Advanced Air Mobility (AAM) sector.
The ICAO Assembly is the organization’s sovereign body. It meets at least once every three years and is convened by ICAO’s governing body, the Council. ICAO’s 193 Member States and many international organizations, including IBAC, which represents the voice of business aviation, are invited to the Assembly where worldwide aviation policy is established.
